Try running blender as admin. It helped me

@tobrago: you need to set read/write permissions on blender installation directory or at least on scripts folder inside it ;)

I solved the problem, I manually assigned access (permissions) to files ...\2.78\scripts\addons\io_scs_tools

I'm not at that level of knowledge. I can only suggest to be done as blender2SCS. This method is confusing, paths for texture, the path where you want to unpack/pack etc. And finally, the game uses a file pmd, pmg not a pim, pix etc. But despite all this I again have the desire to learn, because they appreciate your work.

Just try it with a converter pix (ConverterPIX-master). I was able to import the 3d model truck, but that looks like a bad horror movies.

The last picture shows me that can not load the textures or can not find textures. That is written "nor" was thought to "for"? But where to find these textures?? Because it a complete base file I converted.

My language is not English, and of course it still makes it difficult circumstance ("nor") etc.
My recommendation to be focused more on blender2SCS. In spite of all language barriers, I managed to overcome some extent (blender2SCS).

Nope you didn't offend anyone. It's just that PMX data are properly supported only by the game and conversion tools. So any other programs using PMX are only proximity of proper results, which usually works in game, but will most probably never support full extend ;)
Moreover PMX data are not fully reversible, because some important infos for model reconstruction in 3D editors are simply not included in PMX data ;)

Seeing your blender screenshots makes your problems clear again. You did not set "SCS Project Base Path" before importing. On your screenshots it is empty, but should be set to "base" folder of the result of converter pix.

I downloaded your mod and first thing I saw was binary TOBJ. Second problem was path to signs texture, texture in all materials was set to: "/material/environment/sings11" instead of "/vehicle/truck/upgrade/signs/signs11".

So to fix your problems you have to:
1. Delete existing TOBJ file "/vehicle/truck/upgrade/signs/signs11.tobj"
2. Open blender set SCS Project Base Path to "<path_to_mod>/sign_for_tru"
3. Import your models
4. Go to material and set Base texture paths to "/vehicle/truck/upgrade/signs/signs11"
5. Export & coonvert! ;)
