tbh, i don't think the problem is that they won't let you in, but an older one: because they are meant to spawn in the immediate vicinity of the player and, if you spend too much time in one place, they just circle around and tend to form these huge lines, the unrealistic aspect is the traffic density, rather than their "politeness".
I think this can be solved only by ensuring the absolute randomness of AI presence. As it is now, if you're in a yard more than 5 minutes you can bet it's going to be a line, outside, which doesn't happen, irl, unless it's rush hour...

Then why do they stop 2 - 3 meters short of the intersection, and other traffic has passed by? At times they may flash their lights at you. How else can interpret that? The collision usually happens as I start moving and pan to see if if traffic coming from other direction. :o

I am not saying this behaviour is correct, though if you live in my country (and a few others) you'll see practically no one will let you merge into the traffic. That's something related to traffic education, rather than traffic laws.
But I think this problem would be less present and important if the root issue or AI spawning and their routes would change.
Because, IRL, cars don't just go around the block and come beck, after 5 minutes... And they don't appear at a precise rate, they are much more random...
