Well you said 0 mods active, but there seems to be at least a mod that is changing the tires on your truck and the traffic truck's tires, and there's a sound mod for your DAF as well.
It might not be related, but given it is changing something in the traffic, it's worth a try.
Are you absolutely certain you have no mods active?

@ZEFIR0, You are the one blocking traffic not the AI. This was a problem in all ETS2 ( maybe patched now? ) as you nor the AI should try and let trucks/cars in the intersection when they are in the side lane. In this Video you are in the MAIN lane and they are in the SIDE street and they must Yeild. This is known also as a "Courtesy Accident", if there is an accident in the junction.

Believe me I know from RL experience and I don't believe different Countries would allow you to sit there and welcome cars/trucks to their possible death.

There may be remained traces of the "mods" because I disabled without restarting the game. I will try again.
He had turned off the Mods on "Edit Profile -> Disable all mods" before recording.

A problem I see is just traffic backups caused by AI vehicles. This existed even before this patch came out. I currently am using the beta_patch 1.9.5 and had this experience this afternoon (US-EST). This was near Lille, France.

I don't remember where this at. This kind of traffic situations happens often where motorway ramps intersect a secondary road. I finally checked my map and realized I could turn right, and right again and get to my destination from the south. This was either Lille or Kohn.

It has happened on several occasions, and in many situations around the map. Simply lock in the way, and dont move. View on the video, they want to move forward, but cant move.

0:26 carefully see the first white car after the signal, reacts, but for some reason, he cant move. Only take a little jumps.

0:56 See the vehicle coming in parallel, makes signs, and only NOW moves (ONLY WHITE VEHICLE).

1:08 Can you see it? The truck RESPOND IF A SIGNAL and passes. But just him.

I tried it again with absolutely no mods. And it happened again...

Update to my picture above ... This situation actually happened near Kohn. I was coming from Southampton, England. So I came off the motorway eastbound. At bottom of ramp was where all the traffic was backed up. Then I found an alternate route if I turned right and approach Kohn from a different way. The picture was resized so I could upload it, so a lot of the vehicles are not showing. Still made my delivery on time LOL.
