These type of intersections can definitely use some traffic lights...

Actually, there is no bug in this situation. After you pass the car, everything will be ok. =) there is just traffic jam ......

I thought that the truck was yours. If it is not, there is a big problem on the AI. Because we dont know that how long they stay there =)

No it wasn't. I've spent there 15 min (ingame time) and they were still there not moving
