Translate error in Traditional Chinese

1. When you found a new city, it'll show info about city discovered, the $city$ in english text is a code and shouldn't be translated. but it did.
And the resault is all cities shows "$城市$ 發現" but not correct city name.
So "$城市$ 發現" should translate to "$city$ 發現" (the quotation mark is unnecessary, the same below), or "$cities$ 發現" if the code use plural.

2. In the main menu, the credits has been translate to "賒帳", but it means "outstanding bills" in chinese,
the correct word should be "製作人員名單", which means the list of people who work on this game.

3. On the Volume unit, the "遷升" is a meanless word (maybe just a typo), the correct word is "公升"

I want to fix these by my own, but the locale.csc is encrypted.
So holp it will be fixed and released on next update.
