You need to allow coockies.

Go to the bottom right of the page on the link "Coockie settings".

There you need to allow "Third-party image embeds".

Now when you click on the DL Picture, you will get a new site where you can download the file.

*UPDATE* I went to another site that also had links to Sharemod and got both files downloaded in like 1 min. Seems speeds are random.

Because you didn’t accept the cookie try going into google history & clear the cookie on this website then come back & reload the page
