No. My internet is great. I've downloaded several GB of data within minutes, it only went downhill with your website. Take a look at other users' comments.
But I've managed to download it eventually and now the mod works.

Downloading from Steam Workshop, made no effect. And it as a 0.2 difference in the mod version.

Change the country in the vpn. And install an ad-blocking extension on your browser.
