Regarding the diffuse and specular colors in the *.lum shaders, setting them to 0 causes the texture to be invisible only when the vehicle's electrical system is turned on, as a glowing element. Other values will make something additionally more or less visible without the electrical system turned on, even in daylight. This allows for various effects.
For example, I use this in my license plate project, where the logo on the license plate frames glows when the vehicle's electrical system is turned on.

By default, game not show any empty locators. You need to define at least one accessory to it. This is a common mistake.
Second thing. Did you correctly assign that locator to correct part in your model? Maybe your locator is assigned to part that is not loaded with your chassis variant etc.
Other thing. Maybe locator name is wrong. If your locator have long name, game can sometimes shorten it.

@Michaleczeq thank you for your reply. Everything has been checked and everything is fine, but it won't appear in the game. The only thing that is not clear to me is the only SCS model that has only "defaultpart" in the SCS parts list. I tried copying the SCS locator and renaming it and that didn't seem to fix the problem either. I know about the length of the name, none of them can be longer than 12 characters. My locator name is "f_signs_c".

1. If there are no any variants in that chassis, nothing more is needed. Simply "defaultpart", "vis", "default" or any other part name is correct.
2. Here everything looks ok, but what with your accessory. Did you have any? If no, you must do at least one. If yes, check if accessory def is correct.
You can also send game.log.txt. Maybe game can't load something because of e.g. typo in def etc.
