Traffic lights at road repair sections is BUGGED! [FIXED]

- description of bug:
Not once but already three times I just stop at red light of road repair road section and cars behind me start honking as if I was standing at green light.
Red light is not changing into green! And you can pass through red light without a ticket!
I actually waited for four minutes last time (approx 1 h 20 mins of in game time lol) just to see if it going to change and nothing happened.

- version of game: 1.18

- 32bit or 64bit: 32 bit

- reproducibility (once, sometimes, always): sometimes

- very importantly, the game.log.txt: attached

It happened at few different road repair sections in Scandinavia.
Never noticed it in base game.

You never saw it in the base game? I hope that doesn't mean you reported this as a 'bug' with mods enabled.

I can reproduce this bug, so what happens is the light is red so I stop, then some vehicles come and start honking, I decide to cross the red light, no fines where given, however the AI still don't move until the light is green! the light goes green when I go to the other side of the roadworks.
