In the U.S. (and I think the UK as well) you can find a car's VIN number by looking up the corresponding license plate number.

In Brazil to find some informations about the driver, u usally need the license plate of the car and a code called 'renavam', but usually, just the old and current owners of the vehicle know this renavam code.
