Screen stuttering

So when I'm driving I get a weird screen stuttering like rubberbanding in an online game. It's not FPS and I don't think it has to do with graphics being to high at all. It's really annoying and only happens outside the truck, like through the windshield or when looking in a camera view outside, the inside isn't affected.

Anyone know how to fix this?
