Steampunk Models location

Hi,

I purchased the game the day before official release via Steam. I am enjoying it. I also was following the ATS Steam Group. Per the Steam news, I have yet to be able to find where I can obtain the Steam Punk truck models.

I've noticed that a few of my steam friends have already received their Steam Punk paints DLC, while others have not. Is it being pushed out randomly? I have not received mine yet.
