AI traffic sound progress - completed

Finally, finally, I'm on top of things before another game update! 100.7% of the base game AI traffic sounds are now complete! (▲ +1.7%)

I am confident there is full coverage now of every base game AI traffic vehicle that you can encounter, but please let me know if I missed a vehicle.

Local police sirens for American Truck Simulator

I have made a start on implementing local police sirens in American Truck Simulator, similar to the feature in the mod's Euro Truck Simulator 2 edition.

Given the possible time constraints with 1.61 coming up, I've enabled partial support for Illinois and Arizona for 1.60. It would be sad if the feature was fully left out for players on 1.60, so I want to provide a small taste of the mod's future for now.

Eventually, more released states will have local police sirens with upcoming versions of the mod.

I want to give a special thanks to @Jerry521 and Bozza for the meticulous research work in local police siren usage throughout the USA. This saved a lot of time for me, and thus allowed for this feature's implementation to be worked on sooner than later.
