Background decorations are not getting blurred in Photo Mode

Look at the images below, at the background on the edge with a sky. When everything around is blurred, it's not getting blurred for some reason.

These ones are just an examples, such things probably occur all around the map.

Sorry dude, it's been a whiiiiiiiiiiile... But there was nothing special in a log, that's why I didn't post it.

As I said, it occurs all around the map, in places where background decorations are disconnected with the "road" part of a map.
P.S.: I actually very surprised that someone come to solving this problem so fast, I thought it's a very long-run issue...
