ConverterPIX is causing this issue. It happens because base.scs file in 1.38 became larger than max unsigned 32-bit integer and in ConverterPIX code there is a wrong type cast in one place. I made a pull request to ConverterPIX github repo with a fix so hopefully mwl4 will merge it soon and release the fixed version. Until then you can extract the files with scs_extractor and then manually convert them with ConverterPIX - it will work because the issue is only present in the part of the code which extracts compressed files from cityhash archive.

Unfortunately this option does not work. I unpacked with scs_extractor and tried to convert manually and it didn't work properly. With Volvo trucks, he didn't want to convert files the cab, chassis and so on in directory, he didn't even want to make directories. If I made a mistake in the procedure, please explain the procedure in more detail. Thanks in advance. :)

no mwl4 has to update the .exe, converterPIXwrapper loads the .exe from github but it is still not updated

@Harven is there a way to compile a .exe ourselfs somehow with the fix, because it looks like on github is only a source fix that doesnt work with blender

Nice, I was going to post a link to my fork at github with updated binary, but there's no need now. Next time you can compile it with visual studio if you're tired of waiting ;) (Express edition 15 I think but should compile with newer version as well)

Okay, so the error I am about to discuss HAS been discussed here in this thread briefly, but I have verified I am NOT working with corrupt files, which is what the answer was to all the previous instances in this thread for the error. I have verified my game files, re-downloaded all the tools and assured I am using the proper version of Blender.

To make it easier, I made a video showing all the steps I am taking to reproduce this error. It is the dreaded "Can't run conversion tools or there were errors by converting!" error.

Since the ONLY possible answer according to this thread is corrupt files, and I have re-downloaded and verified the files mentioned, what else could be corrupt? Do I need to reformat my computer? That's really the only thing left to do.

OH! And I forgot to show it in the video, but when I display the console, I also get the following information:
