in rare special cases on tractor tags steer, but it is most common that single tag is fixed. The exception is on ridgid frames here it is quite common to have a steerable tag axle (because the chassis is much longer). The reason for the lack of steerable tag on tractor units is because the benefit is very slim on a short chassis.
