It has been stated that it's something that's still being worked on, or at least that it's something they are still planning to do. That's all we know.

Of course, it could also be scrapped, but they have nothing to gain by saying that. I remember when I first found out about ATS. Back then all it was was a simple placeholder page stating that the project may or may not happen, and obviously it did, so who can tell.

There are still bus stations around the map and correct me if I'm wrong but are there not bus stations in the DLC areas?

I really do hope that this is stil lbeing worked on and will be added into ETS2 in the future

According to the SCS AMA, the project is still being worked on, but with a low priority and an unclear release date.

Also bus stops being marked [sort of] in game.sii. So I guess that's a thing?
