Yep unfortunately, among the fours for ATS, it appears that Volvo's the least, with Daimler second, Paccars sitting right after and International the most, as it stands right now. It really is a shame for Daimler too as they possess a wide and diverse truck variety along with Paccar. For Paccar's silence all this time, i myself am not sure of what is happening in the background but i will treat it as SCS being too busy with other models up till now, after all this silence and busyness, i won't be surprised if we suddenly get a Paccar truck this year.

It’s too early to tell. They haven’t even announced the successor yet so the truck can come out of nowhere. If anything the 5700XE can be another 9900i instead of another Old Cascadia.

Nobody knows anything besides Pavel and Oscar. Anything based off personal opinion is not a fact. We know nothing and speculate here only. Clues...there are no clues as to SCS’s relationship with their partners. We don’t see this truck or that truck and assume and write it off. We are only 3 years pass when we got something since the first 4 trucks. The ball has to get rolling somewhere and it always takes time to go full stream ahead.
My post are only thoughts and ideas. Don't assume it makes ATS.

I'm curious how the licensing works. Does SCS pay money to the truck manufacturers for the right to their IP or do the truck manufacturers pay money to SCS for the exposure?

SCS can't do that. They have to negotiate hard with truck manufacturers and this also means, that the number of licenses they can get from certain manufacturers can be limited. If that would be the case with Western Star, then the chance of us seeing the 5700XE is even lower, as it's better for SCS to go after the newest truck.
