So over the last couple of days I noticed few bug reports all over in east Balkans area. If you go to Bugs 1.46 section you'll see what I mean. What makes it funnier is that there are few duplicates of reports acknowledged in 2020 but never touched. Further proving my point that the dlc has been abandoned after release. "that'll do" mindset, I sense.

On the other hand, I saw a revolutionary update on steam page. They removed the screenshots and posted new, look!

I'd guess it's for a lighting update. But weirdly, only BtBS got that as well. None of the other dlcs.

They updated the screenshots probably because of the New Lighting System. The old screenshots were still in the old lighting. Gradually they are updating the pages of the DLCs released before the New Lighting System update.

I thought the lighting feature came in 1.40

Yes, it was in 1.40, on March 24, 2021, where Iberia was released in April being the first map expansion to benefit.

Yes, it did come out in 1.40. Forget all this. Did so except for GE as well.

Wait wait. So at the time, only Iberia benefited from the update? I forgot the process, though I know it was a long one, were none other older prefabs and stuff remodeled for the lighting update? Because if that is so, changing the screenshots won't do much if the buildings and foliage and others still can't reflect the changes.
I mean you can see in the screenshots above that the light definitely changed hue, but that's about it.

the update was done when 1.40 came out, this was the whole reason why Iberia came later so they dont have to do the work twice for the DLC, the changes made were to textures/materials and i think vertex color of models were also touched up to the new changes

If you know what you're looking for there's a pretty substantial difference. First off there's SSAO which is independent of the lighting update. Then with the lighting update you can see softer shadows, better depth cueing, more realistic ambient light (notice how the tops of the trucks are now tinted blue like the sky), etc.
