I think this view is supported by many users. What were the strategic thoughts of the one who built the map is hard to say. Rather, it was built in ignorance and totally parallel to the reality of this location.pigbrother wrote

Although the theme of the DLC for The Road to Black Sea was to go through the attractions such as Bran Castle, I still join those who see clearly as a mistake the way the map was built in this location.
The lack of interest is also reflected in the construction of traffic signs with wrong names of localities and unnecessary and completely false abbreviations such as "Tar. Mures", "T. Mures" "Cluj" .... etc.
Although I waited with great curiosity and emotion for the appearance of this DLC, I was awakened as from a bad dream after traveling several times, especially in Romania.

Too many roadworks, too fast. There is a new road that can be used to bypass Pomorie, built within the past year. I learned that the hard way when I was returning from a holiday in Burgas. Bought a bus ticket to Varna with the idea of cruising around the seaside, and especially Pomorie; so imagine my surprise when the bus took this new road.

Many assets are recycled even in the newer DLCs. In the Iberia DLC, for example, the model for the Fort de Bellegarde in the France-Spain border is the same that was used for the Castle of Sümeg in Hungary. Although both fortresses are not similar, they don't look that different in the distance. As long as models are reused for the landmarks that are further from the roads, I'm pretty much OK with this practice.

Sometimes are reused, sometimes are placeholders awaiting the final asset to be modeled. Happened with Columbus statue in Barcelona, didn't appeared in the screenshots when it was first time teased in the blog (I remember to be angry about that thinking they would omit it).
So, we will have to wait until release to know for sure what would end happening.
