Open up WOT xmas gift deliveries to all locations

It would be nice to see the 5 star cities removed from the job lists instead of having to rely on the freight market rng generating a job to the one that hasn't been done yet.

This would make it impossible for people with just the base map who start the event late to do their 12 deliveries.

Stupid question, but can you see all of the available wot jobs somewhere? Because just looking at external contracts just shows you the ones close to you as far as I can tell.
