So far SCS has been pretty quiet about Nevada (unless I missed something). US-50 connecting Sacramento to Carson City is the first mention of it in the rework blogs that I can think of.
I can see the appeal of getting southern California up to today's standards as that's an area that many people are familiar with, or have a desire to travel to. Nevada also has appeal for the completion of I-80 as we've been talking about, but also for its desert environment. I remember when ATS first launched that a lot of the European players were especially enamored with the desert southwest as it's entirely different from areas that are a close drive away from their real life homes. This would probably apply to several US players that are on the east coast too.

Yeah, from what I've noticed, these QA numbers aren't listed in the player-reported bugs section, so it's likely the staff are already testing some areas.

But phase 3 would not come in this update. Or would you? It would be ambitious, but I think only in 1.48...

Not necessarely... With the Phase 2 rebuild, we can see the skyline of San Francisco on the horizon, but San Francisco itself is not part of Phase 2. The same could be said about Frenso where the plopping horizon is fixed; it doesn't have to mean that Fresno is part of Phase 3 (although I hope it is).

I was quite confident about Fresno though. It would be a real surprise only if Bakersfield is included.

All the changelog says is that something around Fresno is being built. It's probably internal only, definitely not part of the current beta, and there's always a chance that it will even have to wait until the phase after the next. We don't know their plans.

I find it strange to appear in the changelog, something that is not from this beta. But SCS always throws some mysteries at us.

I don't think it was inteded to be in the public changelog... I think it was something from an internal build.
The rework is way to big and needs to be in the open beta from day one, because in an area with this size there'll be a lot of potential bugs and this will take some time to find them.
But this entries could mean that it'll be at least ready for 1.48 and that's great too
