Outside of California, only the northernmost states have Atlas features. Obviously they'd want to hold off on Atlas (and viewpoints and photo trophies) in Nevada and southern Arizona until they're reworked, but I don't think that means northern Arizona will be re-reworked. Arizona isn't in the Atlas because it's a southern state.
I figure Route 66 was prioritized over I-80 because it's more famous, simple as. That also covers the Chicago-Los Angeles corridor, which is just as important as Chicago-San Francisco; had I-80 been reworked instead, I'm sure some would have complained about I-40 being left behind (despite I-80 being marginally older and in more need of help). I think PRT played a role in the decision because of the 66's association with road trips and classic cars, but that wasn't the sole reason, and the lack of Atlas right away doesn't invalidate it.

Yeah for me also makes no sense at all, areas of Route 66, Grand Canyon not being in the PRT Atlas at this moment. Only SCS knows what are in their minds for the future.
About the reworks after all NV and remaining areas of AZ/NM. I would like to see Utah void filled up, Big Bend in Texas could have some attention, just small tweaks in some areas of WA/OR (some mountains textures). All of this could take an advantage about PRT.

Route 66 and Illinois might already have the Atlas features, but disabled/ still needing non mapping additions. That is a possibility.

Some could complain no matter what. But most people were assuming SCS would go in order from oldest to newest. That order was California, Nevada then Arizona. As I mentioned recently, I-40 Arizona wasn't the biggest issue I have. I have an issue with I-40 in NM. NM is way newer than I-80 Nevada. NM could have easily come after Nevada. I honestly don't see why anyone would say I-40 NM was left behind when NM came in 2017 as the first dlc. Another reason beside the Route 66 anniversary could have been that they wanted to work on the northern area of Arizona first before starting reworking Las Vegas and surroundings because of space issues.
I'm especially pointing at the area of US 93 from Hoover Dam to Kingman and the new stretch of the Route 66 going north out of Kingman to Seligman.
Having in mind that there is Henderson as second largest city in NV southeast of Las Vegas, it makes sense to look for the space ahead and they decided to start reworking Kingman (and the
other Route 66 area of Arizona) first.
However, if the Hoover Dam keeps where it is, there is not much space for Henderson and maybe even a large LV itself without shifting LV quite decently up northwest.

Its a tight area to try squeezing Henderson in. Scenic at best but if they can fit Henderson, they can fit the airport + more of the Strip. The airport+Strip is more valid than Henderson imho.
Even squeezing in US-95 is more valid. It has a couple solar farms that would be nice to finally get into ATS.

Rather than Henderson, I'd prefer to see Railroad Pass and the truck stops there. There's a new TA and Petro right there.
I'm interested to see what they do with Vegas. That new freeway connection we got with Idaho was so severely needed, but now it's time for a proper rebuild. I suspect it'll consist of the Strip and a few industrial areas; the big warehouse park along I-15 way up north comes to mind. To that...I do hope Vegas is represented as a major trucking hub with lots of freight options instead of just PRT eye candy.

Yeah I can agree with all that. West Vegas has the majority of the trucking aspects to the city. That is what I want to see fleshed out. Things can be much better this 3rd time around. Not to mention West of I-15 has a ton more space to play with. With PRT now, I fully expect a proper Vegas Strip to be honest. If there's one city that needs to shine with bells and whistles, light displays galore and entertainment, its the Vegas Strip. Its a super light up street at night. Very colorful. I'd be highly upset to see everything on the strip called an Arcade. The PRT crowd would have SCS for lunch. That is why it was critical for the community to stand up hard for the naming of casinos. I think in this case, we had to save SCS from themselves. Hopefully it worked.

@flight50 I sure hope so. There's just so many other ways to get around the "casino" stigma without having to go to "arcade". Gaming, entertainment, resort, hotel, any of those paired with a fictionalized name of the casino would be perfectly passable.
And I just want to clarify; I'm okay with Vegas looking glitzy and lit up for PRT. I'd be disappointed if it wasn't. I just don't want SCS to sacrifice actual trucking for it.
If we do get a nice fleshed-out Vegas west side, getting the 215 loop in would be pretty cool. And I really wanna get McCarran (does anyone call it Harry Reid?) airport too, but with a properly done Strip that may be a necessary casualty.
