1) Most people don't want to pay $11.99 for an empty dlc. People complain about not enough roads for alternate routes. Not many request for empty. People say Wyoming should fill empty just because of the low population. It feels just as empty as Nevada to me but a much more updated dlc. The cities are just larger than Nevada but the space is still pretty open imho.
2) road density does not mean it can't feel empty still. If you take Google Street view trips, on many of these US roads, you will noticed they are mountainous, hilly, flat and/or
full of vegetation. You'll come up on small establishments here and there but that's a given. The most empty in the Great Plains will come along the interstates vs back roads. People only live off interstate in bigger cities. Small scenic towns take less space and should feel isolated.
Denser road just provide alternate routes to link up the lack of interstates. Look at Kansas, Iowa, Nebraska, South Dakota and North Dakota. Each has 1-2 interstates max. You're saying don't bring US road density to get from one interstate to the other? The Great Plains will more than likely feature a lot of Agriculture. To get to that, we'll need a lot of US roads because they won't be off the interstates. We'll have to drive back roads to reach them.
