I had zero doubts about Cody at the least making it. It has too much industry and its a decent sized town considering Jackson and Riverton made it. Not to mention there was plenty of space and the fact that
US-310 into Montana made all the sense in the world. US-14 was the bonus considering how huge SCS underestimated Yellowstone. We needed that East connection. Glad they did it. With that said, I'm with @ads678. US-20 should be a matter of when..........not if. I'm not trying to sound cocky about it but I agree that US-20 not coming was a mistake that SCS will correct. When? Doesn't matter exactly but it should come eventually. Once Texas is out............ohhh man will there every be capacity. Its much much easier to implement than Cody was. I think 2023 will do a lot for ATS. I can see a lot of fill in/rebuild stuff coming for the West to keep the junior mappers busy. I'd love to see them get better and get promoted to map designers. Maybe even some day senior map designers.
Not only that but in the same update as US-20, it would be sweet to flesh out Shelby. I haven't seen it yet in the dlc but everyone is confirming its setup already for being marked. It only needs about 3-4 depots. I reallllly hope one would be the grain elevator in Sweet Grass. Considering how far north Shelby/US-2 is, Sweet Grass really isn't too much more than a 3-4 mile drive up I-15. It won't be much of a dead end at all. It the end of the road in the US anyways.

Shelby would fit perfectly as a marked city. Really don't understand why they didn't make it.

US-20 from Idaho Falls to West Yellowstone I see on the same level as Cody and US-14 from Greybull to Cody. Big obvious mistake that needs to be corrected. Not SCS doing a favor, but SCS correcting an error. MT-200 between I-90 and I-15, I think it's debatable whether or not it belongs in this category. I think in hindsight seeing the end product it's obvious, but in the planning phase of the DLC it might not have been as obvious.
Shelby as marked, similar but maybe a step below. I'd see that as SCS doing something that should have been done, but maybe wasn't objectively obvious that it needed to be in.

Previous to Wyoming. Was it a common practice for SCS to go back and add things to already released maps? Such as missing roads or cities. I've only been involved since December but it feels like the US-14/Cody situation was a 1 off scenario. If it was a one off tho I hope it starts a trend

It wasn't common, but it happened.
Arizona, New Mexico, Oregon and Utah all got additions after their release. Prior to Cody, Clifton in Arizona was the only marked town added after release (unless you consider additions to California as well).

Somewhat. They added US 191 & Cliffton between US 60 and I-10 after Arizona released. They added CA 120, but that has since become a hidden road. They added NV 319 after Utah released. And OR 140 and OR 58 (maybe more) after Oregon released. Then, just recently, US 14 and Cody.

Yeah I'd say somewhat. New roads came to train new people. Now that SCS hired a huge amount of people at once around 2019/2020, they focused on creating that 3rd and 4th map team. So new roads kinda took a back seat. The emphasis was put into rebuilding the base map in which new people can train there. They did well enough apparently to move over to paid maps. SCS could go back to revisting older paid dlc's and back to the reworks once Texas gets out the door. There will be more capacity then.

And that's not counting rescale and California rework. 4 new cities were added: Ukiah, Santa Maria, Clifton and Cody.
