We still don't know if they will release the trucks only after the Interior Materials update, since that's apparently the reason we haven't had any new trucks until now. Maybe this is one of the things of 1.59.

I was 50% sure the all-new VNL was going to be the Illinois cover truck, now i'm 80% sure.

Than I would expect no stuttering in Chicago. The new materials update is thanks to the new technology. If VNL is releasing in 1.59 it will probably be with the suspension animation but without the new materials. I don't know if the new Interior Material is related to Multicore.
