More teams does not mean faster. What it really means is more projects. As personnel gains more experience, they naturally get faster but for the most part, they are just more efficient.......so they seem faster. Things still take time no matter what if you want quality. Pick speed, quality or quantity is what I've always been told. Pick 2 out of the 3. We can't have all 3 and expect and good/decent product.

More teams should mean faster release cadence though. Just not faster development for any given map

Oklahoma release think it's July to August release at this point.

California project harder to predict they release phase 3 or finish off rest of the state?

Once Oklahoma release then it likely Nebraska get more people working on it or send them to base map to finish up California.

DX12 is looming as well.

Agree with you there, at this stage we're really at the start of journey, I believe at one point almost everyone was on TX, now TX is done, OK will soonerish come to fruition, KS is hopefully approaching the 2nd half, with what ever is next hopefully not to far behind. I don't think it'll be until next year onwards that the cadence will really be noticeable.

I was told that they have a stream (I think on Twitch) when the DLC releases, but I do know that some streamers/video gamers on both YT and Twitch get it a week or so earlier so that they can pre-record and start releasing videos/streams a few days ahead...

So watch your YT recommends for ATS Oklahoma vids :)

So per blog, no distance-based toll?

Oklahoma tolls are distance based. https://www.pikepass.com/toll/AllTollRates.aspx These are the toll rates provided by the Oklahoma Turnpike Authority.
