I've got the DLC and I don't find it lacking in cargo or loads at all, I've got cargo and loads in almost every country or city I visit. :)

There was another flag for it on 26 Jan 2023 (along with WB) but it seems unrelated to any branch and involves what looks to be a removal of every depot tied to the game so I'd ignore it

I'd like to say that I didn't really like the way East Montana was made. I have not been there, but before the release of the DLC, I studied a lot on Google maps and expected large open spaces, but in the end I did not see them. My point is that it's not always worth trying to make landscapes "interesting" than they really are. Reality must remain reality, even on a smaller scale.

As someone who's driven I-94 in Montana, I've made peace with it. I don't think they handled the scale well with their choices of which stretches to represent (the stretches northeast of Bighorn and southwest of Glendive were overrepresented and the stretches in between where the wide open vistas are were underrepresented, IMO) but I've learned to live with it. There's going to be roads in this game where they either make poor decisions or are just too hampered by the scale to live up to IRL. I can say that I-90 from Bozeman to Billings, I-94 around Miles City, and US-20/US-191 connecting Idaho Falls and Bozeman, are all really well done and remind me very closely of IRL. As long as they take a more balanced approach to I-94 in North Dakota it'll be fine, plus there's room left to tackle Montana's badlands along I-94 east of Glendive to make up for it, which is the coolest part of I-94 in Montana anyways.
