and many people would take it as set in stone and go ballistic when they change just one thing of it, we already saw what happens with stuff they showed, even just as "food for thoughts" and people still spam "WheN We GEt RIgIDs!!1!11!"

Yes, the backlash they had in the past about things they talked about they want to explore and so far still not arrived (while people take them for granted "soon") has avoided them to talk about almost nothing that they don't have with a clear release time. With map DLCs they can have a target date, but then things could change due how long term those dates are.
Go imagine SCS would had talked about Iberia roadmap; granted the Pyrenees would had been there. But they weren't finally in the release (no wonder, 4 months more of development over their usual schedule; would had been at least 2 more if gaps like Pyrenees would had been also filled). So, there was already lots of complains because the Pyrenees weren't there (starting by my own ones); imagine if they would had showcased unfinished works that they had later to cancel. "You promised us the Pyrenees" would still be an everyday complain everywhere (no matter they would not promised anything, people take it that way).
So, they only showcase things that are almost finished so SCS is 100% sure those places will reach final release.
For generic "how's the process" they give us "under the hood" articles from time to time. There's some of those about the mapping process. Alñso some talks they had on streams.

Can anyone confirm it is Russian? It is the cyrillic alphabet used by all Slavic nations so it could be from any in the Balkans (apart from Greece and Albania).
Maybe the one saying "Metallurgy MYPOME4" could give out the place.

if this were from Road to the Black see they would be ingame, Western Balkans isnt even far enough in development to already have anything concrete in the game files
