Yeah, I tried with that load order and even with that my game crashed. Then after some testing I discovered that the crashing reason was that I was running out of space in my SSD. So I freed up a few GBs and the crashes were gone instantly. To be fair, I have also received some reports of inconsistently occurring crashes in the Phoenix area - not sure if that was the same type of crash you were getting or not, but that is something I'm investigating in case anyone else has encountered this issue.
To be honest, I'm not sure. I'm waiting to see if anyone comes out with any more details about the garage updates (or if I figure anything out), but so far I haven't seen or heard anything other than Zeemods apparently being able to fix something with their FOV mod, which ends up fixing this issue in Reforma. Understood, and it's odd that I'd be having the issue despite not using any FOV mods, I guess I'll wait for any updates either to this mod or from you, in case there's something I'm missing

Yes, my game crashed at Phoenix once (totally unrelated crash to the one I described before that was due to low space-running out of RAM). But since I use Urban Traffic Overhaul and this mod reworks this area, could it be a conflict between the two. I believe the issue is from my Reforma Connection because some prefabs were not connected properly when I merged map sectors for the new update.

@Ender Shadowborne I have some updates for you. It seems that Mega Resources had a modified game_data.sii file in it with modified garage parameters, which was causing issues with the new models. They have now released an update (version 2.9.7.1) that should fix this.
