Considering this game is catered to low-end pc users without steering wheels, dropping support for some low end users could be a terrible move.

For the low end, opengl is still present.

Dx12 has been released in 2015 with Windows 10, that's 8 years ago now! Windows 10 will soon be out of (mainstream) support from 2025. You can't expect perpetual support for increasingly ancient hardware, if you want to bring the game forward with the times.
System specs: Ryzen 5800X3D, RTX3080 (no OC), Varjo Aero (using OpenXR through OpenComposite instead of SteamVR), 32 GB DDR3200, Samsung 970 Evo Plus 2 TB, Win10. And most importantly: vanilla game, no mods.

I wouldn't say it is specifically catered to those but certainly affects the progress in a way, to always consider those people as well. Yeah, unfortunately there seem to be quitte a few people still out there playing these games on some truly ancient machines. Take a look into the map modding section of these forums. The one or the other mod maker actually dares to upload "promotion" pictures where the game looks like you had just travelled back in time to the year 1997 or so. I bet EVERY setting on the lowest possible. You can almost literally count every individual pixel. Of course these are still pictures and it looks horrible, now imagine that mess looks like when the image is actually moving.
But like dhrto said, those people can't expect perpetual support anyways. At some point it has to come to an end, and these dudes are forced to upgrade. That's just the way it is.

You can have windows 10 and still won't be able to play the game with DX12 when your video card is simply too old for supporting it.

OpenGL still exists and people should stop buying 15/10 year old hardware, a DX12 compatible card can be got for under 50€, they have to cut out people, DX11 GPUs are only 4% on steam, the majority has DX12/Vulkan

If it were mainly about dropping old, legacy code, dropping OpenGL would be the first thing to do, since that stuff is much older than the DX11 rendering path and most likely badly maintained or even unmaintained.

If dropping legacy code would be their main goal, it would've made much more sense to choose Vulkan over DX12, since it can replace both DX11 and OpenGL.
The only real requirement for DX12 would be a potential XBox port.

Be careful with that statement. Not all "DX12-compatible" cards are equal, there are substantial differences in the feature set.
It's not unrealistic that people have a DX12-compat card, but will be unable to run the upcoming DX12 port, because a higher feature set is needed than the card provides.
This would be acceptable, since they could refer those people to the (still-existing) DX11 rendering path.

you can run Cyberpunk 2077 on a GTX650, and it uses DX12 Ultimate, so yes, you can get a DX12 working card for under 50€ but you shouldnt, everything before the 10 series (and equal on AMDs side) shouldnt be bought if possible anymore

Of course. No question here. But i just wanted to have it mentioned since your point was that those people would become automatically irrelevant when steam stops supporting windows 7/8/8.1.

because they kinda are, OpenGL is outdated, i dont know which version the games use but i also dont think it gets any extensive updates if they intent to implement Vulkan, but the moment Steam end support they ARE irrelevant, the Clint will stop working and the work to get it working again is to big for the normal day to day user
