Standard client without Open Orders (only work in California state) [SOLVED]

The game client is standard, without any maps dlc.
Open orders work only in California state.
Doesn't work in Nevada or Arizona.
It also doesn't work in the convoy. Non-dlc cargo orders (simple cargo) will not be accepted in / to Nevada or Arizona. Receive a message: "You do not have some kind of DLCs".

WOT in game is offline.
I think it is not profit to create a log file now?
The problem is not mine, but my friend's. I only help him.

Attached game.log and new screenshots.

We tested once more on new profile and without mods. No orders...
I play with mods, but have all dlc and not have this issue.
