There's no point even to suggest it if the change is not going to bring vantages way greater than the problems it will cause. And that's not the case for sure.

1.43 is still a very recent update. I believe that only from mid-February we will see something about 1.44.

I believe in that too, but there is a catch, if the year 2022 is full of news, maybe the new versions will have to arrive soon. I won't be surprised if right after the end of the Xmas event SCS decides to start making noise for v1.44...
But lately they've been postponing the end of recent events a lot, maybe this current Xmas event follows this way.

No, Christmas event will not be extended beyond the initial timing, that it's more than long enough. It has no sense from the point of view of what celebrates the event either by the fact the event is not made to boos the sales of specific DLCs (those are the events that use to be extended if they consider it necessary).

An interesting quote in SCS's blog about ATS's California Rebuild:

To make up for this, we will be introducing a brand new city, which will be larger and of much greater importance in California's road network in Phase 3 of our ongoing project

Could SCS also use this kind of measures in ETS2?

Yes, I don't see why not,
but it happens that they add a city rather than replacing a city with another city, a nice example will be the UK where they add at least 5 cities (according to me)

According to what? If there's absolutely no official statement they are reworking UK already, not even planning it.

I understand people that like to guess and imagine and expect. But you are always doing plain statements, and all of them based in smoke. Chill out a bit.
