game mistaking my wheel for my mouse and my mouse for my wheel

I launched the game and this new popup showed up talking about a new input device and it said it was my wheel but it's not a new input device as I have been using it for years. I click off the box and load into my saving when all of the sudden the courser can't get enough of the bottom edge of my screen and keeps going down to it. When I load into the car I am forced to steer with my mouse despite having my wheel plugged in. Whenever I try to change the settings to fix this the game and steam instantly crash.

forgot to mention that the dpad on the wheel is all of the sudden is a mouse input which wasn't a thing for the previous 3 years I have been using this wheel.
