Urban area random events no longer spawning

Hi All

I am posting this as another bug report to highlight that this issue is still not fixed in 1.43 and has been an issue since 1.40.

I am more than happy to get any more details about this issue but there should more than enough detail in the original bug report to confirm that this is an actual issue with the game.
