Not Repairing Trailer Completely [NOT A BUG]

Just what I said in the Subject line. This is on a low boy trailer and repairing it still leaves some damage. I even bought a new low boy, Because it wouldn't repair 17% of the total damage and it wouldn't let me quick travel with that much damage.
Now I have 7% damage on the low boy to replace the last low boy.

Well it seems to be fixed with this latest update, So far so good and thanks to the developers.
