map does not give 100%. [NOT A BUG]

on the map there is no way to make 100% of it as you can see in the image it is 99.99%
even with these places showing, on the map it didn't give 100%.

It's possible to get 100% with 20 or more pieces of road undiscovered.

Which means you still have around 20 pieces of map undiscovered.
