[Oregon] Change font size for speed limit sign - Klamath Falls (sec-0027-0009)

[defeoac]

Near the OR-140/OR-39/US-97 Business intersection in Klamath Falls, there are three speed limit signs where it reads "speed 5", instead of "speed 50" according to the traffic rule for those signs. The font size for the numbers is 0.89, which is causing the number to show up as 5, and not 50. Font size value will need to be reduced in order to read the full "speed 50".
