Made an account just to chime in.
I'm getting this issue with a DS4. No mods ever. I tried the earlier fix, not reading far enough into the thread to realize that it would only work for Steam controllers, and of course it didn't fix it (though it did change the behavior of the input wizard by making the Steam controller option appear during the wizard). If I completely disable the controller, or run it without the Steam settings (having to map all the axes, etc) the game loads and runs fine but otherwise crashes (and crashes Steam) right after clicking the "drive" button.
For some reason despite crashing (and ATS even recognizing the crash by taking me to the "crash load screen" before going to the main menu the next time I start the game), I have no game.crash.log, just a game.log. It's attached here:

I was just playing this afternoon and then Steam pushed an update on me. It was after this update that the problems started, so I suspect this was Steam breaking SCS' software, not the other way around. Although I do see people having this issue as far back as OP, 2/24.
I hope SCS will find a way to patch Steam's stupidity or Steam realizes that something in their code is breaking games which natively interface with its controller mapping, because this game is whack with keyboard+mouse. Thanks for reading, everyone.
