If i look at updated Austria, i would not say it looks outdated, the only problem its getting now to the limits of the engine.
If you complain about poor looking areas like e.g. Poland, Slovakia, Tech Republic, Hungary, Switzerland, Benelux, Great Britain its simply the problem they are simply not redone, just a problem of capacity. But you can use some mapmods they have done amazing things.
What are your titles you are matching against? What are your expectations?
For e.g. a chess game it is from no importance how the UI looks, its all about the chess engine, you can have the best looking UI, if the chess engine sucks the whole game sucks.
For a Sim like ETS2 or ATS you don't need highest frame rates it is not a ego-shooter, you need constant framerates (this means the load of your GPU is as high it needs to maintain the framerate at the moment), To maintain constant framerates it makes sense to limit your framerate e.g. in the nvidia driver to a fixed value you can easily achieve in cities (i took 99 FPS as i have a 100 FPS Panel, but i wouldn't go higher even with a 240 FPS Panel, as i enjoy that may GPU keeps silent and cool at this level and usually only took only 40% of its TDP).
