No thewy don't, once they have the license they can remake the truck if they want (in literal words of devs, they can make almost all they want). The problem of compare reworking maps with reworking trucks is manpower. Rework a truck takes the same amount of manpower than making a new truck. So, every reworked truck released is a new truck that won't be released in that time period. And the game still lacks LOTS of trucks people would like to see in. So, reworking trucks is a zero-sum gain activity.
To rework maps they just take a very small amount of people (compared with the amount of a new map DLC) and put them to work into background with no deadline. The amount of people is so small that isn't going to noticeably affect the time needed to release the new map DLC. So we could have the reworks in small doses while new mapped zones without delay new mapped zones.
