Unable to load Workshop mod [NOT A BUG]
Steam has downloaded the file locally, However, it will not be displayed in the mod manager.
At the same time, the mod that has been activated in the right list will also display a red dry exclamation and missing files.
The game and steam have also been reinstalled, but the problem still exists.
Is this the bug read by the new version of the game? Or is there a problem with the Steam client recently?

Not a bug with the game. It's a bug from Steam

I see that the mod has been completely downloaded, but the file cannot be displayed or lost in the mod manager. Is this a recent steam error? Can only wait for Steam client to repair?

I can't tell how long the bug has been there. But yeah, the only thing to do right now is to wait for the fix.

This problem got fixed now so it seems.
Original problem:
Non-Steam Workshop mods) seem to work just fine.
Steam Workshop mods however seem to fail in many cases, but not all.
Tests done:
- I checked out if the mods were actually on the steam workshop (no issue found)
- Checked if the mods were actually downloaded (no issue found)
- Unsubbed on some of these missing mods, then resubbed. No change (problem still there)
- Subbed to random mods to see whether these would have the problem as well (No problem found)
- Made a brand new driver, AFTER first job tried 1 of the missing mods (same problem)
Random suggested 'advice':
- I was suggested to unsub tot he specific mods, then resub to them (as stated above, done that didn't work)
- I was suggested to re-install ETS2 entirely (would be foolish as it has nothing to do with the installation. It had something to do with a SCS patch that didn't go as planned OR Steam messing up again)
Anyways, as I said. With the latest patch it seems to be resolved.

Except that it was a bug of Steam, not the game, as it has already been said in the first reply. So whatever was fixed, it was not fixed by SCS
