No traffic lignts and plates in the air in Sacramento [MOD]

In this location near Sacramento, there are no traffic lights and direction plates are floating in the air.

This is a brand new profile.
California only, no other territory DLC installed (even the free one are NOT installed)

Using only engine sound mods, but nothing about textures or scenery.
All the graphics options at maximum except antialiasing.

Mod issue, or perhaps something else. Definitely not a bug though.

I would suggest verifying your local file integrity and then checking on a brand new, never had mods on it profile. The traffic lights are there.

Game logs are important. (Apart from anything else they prove whether you use mods or not.)

Yep, sorry, first bug report and I did not read the whole bug report process.
I created a new profile in Sacramento without any mod and the traffic lights are present.
I feel really stupid and dumb, I am actually so sorry.
I promise next time, I will do it correctly !
