Michelin X-Line Energy Z (2020) tyres texture issue??? [186100]

Is it me or do the Michelin x-line Energy Z 2020 front and rear tyres have like a wobbly texture and shadows when they are spinning.
Like if they have a fixed shadow and bright spot to their texture which spins around. Don't know how to explain better. Iam not into these things...
I made this video on what i mean on a modded profile, but this also appears on a vanilla profile. All my graphics are maxed out!
