Suddenly the speedlimit goes from 80km/h to 70km/h, without any sign on the road:

I guess the change of speed is due to crossing the border, but the sign of entering the country is some meters ahead. Maybe the sign is in wrong place?

In real life theres a specific sign indicating the new speed limits of the country:

Effectively the speed limit drops immediately after the border, but i can assure you that also in the reality the 2 panels indicating the begin of France and the begin of Italy are located several meters above the effective border.
You posted the link about the border I/F between Clavière (I) and Montgenèvre (F), but is it the wrong road.

As you can easily see, in both directions the panels indicating the national speedlimits are located far from the point in which you made the screenshots.
