That would be plain stupid from their part.

First of all, because the problem exist in all tunnels, not only that one in Norway. Second, because there had been almost no complains about tunnels in recent times because everybody has already vent out their complains about that topic time ago. And last but not least, it's not something they have to FIX, because they broke nothing. The problem on tunnels was always the same, existed due some light calculations the game has never made and eventually they will have to add those lights effects to improve their graphics because it affects the looks of the whole game, not only the tunnels.

Is the new Parking Challenge achievement actually live now with the new update? I saw a reddit post with the achievement listed, but I can't get it to register at all.

I thought it might be because I was trying too hard with the console command to unlock hard parking for doubles, but I can't get it to fire with singles either, I'm still at 0/20.

It's still not active, they have not updated the game to use it, only internal beta testers have unlocked it.
