Truck DLC's AFAIK were always free.

Silly question, but did you update your game? WS 57X came with an update. There shouldn't be any other reason you can't access it. Current game version is like 1.45.3.9s (but I'm not near my machine, so this is from memory)

I would still recommend to check if DLC containing the truck is installed (yes, it's free):

Then, eventually, do a "File Verification" on Steam.

If for some reason the game update didn't update your free truck as well, agreed, check the steam store as mentioned above. But one of the things in the 1.45 updates should have included the truck. And I confirmed the other night when I got home, the most recent version of the game is 1.45.3.9s
