Why so many think that the new MAN will not come out? I think that it will appear before the end of this year, possibly in early December. Yes, they do it for a long time, but perhaps there are reasons for this.

The new MAN TGX may or may not come this year. But unfortunately, I might never be able to try the truck I want to try in the game most.

I was hoping beyond hope that this end of year update would bring about a fix for the terrain colouring issue that effects winter mods, unfortunately it was not to be so another winter with multi-coloured snow. I contacted SCS a couple of months ago asking if there was any update but didn't get a reply, I've now consigned myself to the fact that SCS are either unwilling or unable to help with this now 4 year old issue.

They don't really work with mods anyway. Sounds like a engine related problem which they are still working hard in trying to get.

If a major engine revision is being worked on, a lot of individual fixes to the old version, unless repairing game-breaking issues, don't make sense as they just mean more work that is already being done to the new revision.

Not entirely true. They DO answer to questions or requests that fall inside what it's reasonable. And they should answer (in word or better, in actions) requests about things the vanilla game would be doing wrongly.
Point is, the game has never depicted snowed landscapes thus it has never intended to do so in a proper way. SCS releases into the game what THEY need to achieve what THEY want. And then, release the instructions for moders to freely leverage those tools and features.
But if a moder tries to do something that it's not in the current plans of SCS and the game doesn't behave properly; that moder can't expect SCS to change their game for the particular needs of that moder and the amount of people using that mod. SCS devs aren't at the service of no individual here. That's why he has no answer. The day SCS wants to prepare the game for snowed landscapes, that day his problem will disappear. Or maybe when SCS does some big graphic change that, by chance, modifies for good whatever is the root cause of that problem. Who knows which one of those two options can arrive sooner.
