I remember SCS devs stating long time ago that they don't intend to never fix that because the 8x4 in the game as they are depicted are set only to hook to heavy haul platform trailers. I'm citing almost textually for sure.
Not saying that's good or bad, even if I find weird to thing on such overkill combo IRL (I suppose than, more than regular, something done due sporadic circumstances, right?). But even if they change their mind, I would bet this would be very down on the to-do list.
I suppose also than IRL those trucks would have sliding 5th wheels, something that would help when matching such long rear wheelbase with a regular trailer meant to be hooked on smaller tractors. It would be nice for the game to add that feature and maybe that will be enough to "fix" that problem you mentioned. Raising the second axle and sliding back the 5th wheel would turn the truck on a long-chassis overbloated 6x4 de facto that could hook without problems any trailer.

Stuttgart can be finished much sooner than Switzerland. We've seen fairly advanced state of development in terms of road network regarding Stuttgart, but Switzerland is still far away. Still missing at least two cities blogs, something about landscape, and maybe about a mountain pass, like Grosslockner. And by the looks of it, regardless of what they put on the blog, there's still a lot of work to be done there.
All in all it depends when 1.47 drops. If it's in the Q1, then probably only Stuttgart, if later, maybe both.

It's hard to find pics of 8x4 with other trailers than lowbeds but here's one. They all have the hitch noticeably higher than normal trucks.

In the game world, it is enough to use 4x2 or 6x2 or 6x4 to tow a 42-ton high-capacity double-hook, as long as the engine you choose is above 500HP, and the gearbox is 12-speed or 12+2-speed or 16-speed is enough in Finland High-capacity twin-hung for transporting 42 tons.
Hopefully in the future America Truck Simulator will add these trucks: Freightliner 122SD/Century/Columbia/FLD/Cascadia/Coronado, Kenworth T800/T880/W990,Volvo VNX740, International HX520/ ProStar, and MACK Pinnacle, MACK Titan.

For 1.47, I would like to be able to allow the player to set where each type of trailer will park for loading/unloading.
