It should be redirected when launched directly from steam client.
If you launch server directly, without steam client, then I'm afraid that this is something that will have to wait for next patch. (Tbh, I had no idea that it is even possible).

I have been launching the dedicate server from the Steam client. Do I need to add the -homedir launch parameter to the dedicated server properties in Steam just like I did with the base game?

from a bit of testing yes, or else it will use the standard home directory as reference for mods

So you just have to copy those files to that "wrong" home folder.

Yes, that home directory is shared, so you should redirect both.

If you have public IP (or forwarded appropriate ports), your friends should see your server in session browser.

If you are behind NAT, or you have no idea what am I talking about :),
when server starts and lists session details there is line with something like: Session search id: 1246532134987/101
Your friends can use this number in search field in session browser to find you.
